Jane M. Dyer, CNM, FNP, MBA, PhD, is an Assistant Professor of the Nurse Midwifery and Women's Health Nurse Midwifery Program at the University of Utah, College of Nursing.  She has received federal grant funding to assure that graduate midwifery and nurse practitioner students receive didactic and clinical education, training, and experiences in providing care to people of a variety of cultures.  Jane continues in clinical practice providing pregnancy and gynecologic care at a site that provides services to immigrant and women of refugee status, regardless of insurance status or documentation.  Her recent publications have focused on the rising low birth weight rate in the U.S. and positive pregnancy outcomes of Mexican women.

Jesse Soriano

Jesse Soriano currently serves as the director for the State Office of Ethnic Affairs where he oversees the Directors of Asian, Black, Hispanic/Latino, and Pacific Islander Affairs. Mr. Soriano has worked in many capacities serving the ethnic community and community at large. His previous experience includes serving as director for the University of Utah Health Science Ethnic Minority Affairs, senior education specialist at Mountain West Educational Equity Center at Weber State University, and director for the Office of Bilingual Education and Minority Language Affairs at the United States Department of Education. Mr. Soriano holds a Master’s degree in Foreign Language as well as in Education Administration from Michigan State University. 
 

Diane Lovell, Member

Diane is a graduate of Westminster College and has over twenty-five years of management and leadership experience in workforce development.  She is currently the Chief of State Council & Community Affairs for the Department of Workforce Services.  She formerly served as the DWS Regional Council Coordinator for the Wasatch Front South area and most recently was the DWS Project Manager for External Communications. 

Diane held the appointed position as Director of the Foothill Private Industry (PIC) Council (6-city district) in southern California for 10 years and also served as the City of Pasadena’s Director of Human Services.  Prior to joining DWS, she was the Director of Operations for San Diego County’s Workforce Partnership.  In that capacity she oversaw the administration of approximately $35 million in grants including:  Block Grants, WIA (Job Training) and TANF (Welfare to Work).  She also managed two San Diego County Regional One Stop Employment Centers.

She is the recipient of many awards and professional honors including national recognition from the Department of Health & Human Services.  She is a founding member of the California Workforce Association and was named a “Woman of Excellence” by the Women’s Public Policy & Research Center of Southern CA.  She has presented at workforce conferences and has served on numerous advisory boards and committees.



Silvia Haro, Member

In February 2005, Ms. Haro was named Senior Vice President of Community Affairs for Zions Bank. Her responsibilities included creating and implementing strategy to serve the multicultural markets in Utah and Idaho with a specific emphasis in outreach and education to the Hispanic community. Among her many responsibilities, Ms. Haro focused in building relationships for Zions Bank, and educating the residents of the State of Utah by providing financial and advanced English education. In addition, she wrote well-regarded weekly columns on personal finance-related topics in local Spanish newspapers and magazines. Her TV show “Su Futuro Financiero” provided the community with education on personal finance and general topics of interest. Ms. Haro also established and produced one of the most popular radio programs “Negocios en Acción.” This segment featured local businesses every week and informed the community about the services these businesses provide and share the secrets of their success to inspire others to pursue their dreams.

Prior to being named SVP of Community Affairs, Ms. Haro served as Regional President of Zions Bank’s Multicultural Region. The region she was responsible for consisted of two brand new Spanish-speaking branches with plans to increase to five branches within the next two years. Before working for Zions Bank, Sylvia Haro was with the University of Utah as the Community Relations Specialist and Development Director for the Public Relations Office and University Neighborhood Partners and Office of the President.  She worked in State government for over 21 years. 

Sylvia was appointed by Utah Governor Michael Leavitt in April 2000 to the State Olympic Office to assist with the planning and coordination for the 2002 Olympic Winter Games. Other areas of State government in which she has worked include the Governor’s Office of Planning and Budget, Department of Administrative Services (Division of Facilities Construction Management), and Department of Public Safety (Homeland Security and Emergency Management, Law Enforcement Services, and Utah Highway Patrol).
 
In addition to her professional achievements, Ms. Haro founded and organized a number of civic organizations and events designed to promote the Hispanic community of Utah, including the first Hispanic/Latino Leadership Summit with leaders from over 60 organizations participating, forming a Steering Committee of seven representing over 90 Hispanic organizations in Utah.

Has established several drives and campaigns in efforts of getting minorities to register and vote and also getting them out to the polls to actually vote.Ms. Haro founded the Utah Hispanic Legislative Task Force to deal with legislative issues impacting the Hispanic community. The Task Force has been extremely successful in defeating bills that would have been devastating to our community and our State, during the past several state legislative sessions.

Ms. Haro was Keynote speaker at National Conferences held in, New York, Miami and Chicago on “Financial Institutions Marketing to Hispanics”. Sylvia’s education focused in Business Administration. She attended college while working full time and as a single parent.

Lois D. Bloebaum MPA, BSN,
Manager, Reproductive Health Program, Maternal and Child Health Bureau, Utah Department of Health.

Lois is responsible for general administration and oversight of the Reproductive Health Program which is comprised of: Utah’s PRAMS project, the WeeCare program-a case management program for high-risk pregnant women enrolled in Utah’s government third party payer plan, and Utah’s perinatal mortality review program which reviews perinatal infant and maternal deaths. 
 
Lois chairs the Program Services Committee for Utah Chapter of the March of Dimes and is also Chair of the Utah Women’s Health Coalition. 
In her role as the Department of Health’s liaison to Region VIII’s Office of Women’s Health, she is part of the project team for Utah’s newly funded ASIST 2010 award which will address healthy weight and physical activity through a variety of primary, secondary and tertiary interventions targeting Utah women.

Luz holds a Bachelor of Science in Business Marketing and a Masters degree in Public Administration from the University of Utah. Luz Robles was appointed by Governor Jon Huntsman in 2005 to serve as the first Director for the State Office of Ethic Affairs- an office that focuses on facilitating institutional change within state agencies in order to improve services to the state's ethnic communities. As of September 2007, Luz joined Zion's Bank as the new Director for the Zion's Bank Business Resource Center. In this role she focuses on assisting new and existing businesses. She is a Utah State Senator representing the Westside neighborhoods of Senate District 1. She is committed to equity and justice for all people.
